Mineral resources is an important material basis to guarantee human socialdevelopment. Especially phosphate resources, as a nonrenewable minerals, the reserveis abundant but not rich. It is china’s important strategic resources. Improve thedevelopment and utilization of phosphate resources is irreplaceable for ensuring foodsupplies and fine phosphorus chemical production.Demonstration project for green mine is important to enhance the comprehensivemanagement of the resource efficacy, environment efficacy, social efficiency, and theeconomy efficacy at the same time for the full exploitation of resource. By research thedemonstration project for green mineon site, we build its comprehensive evaluationsystem, and focus on the components weight system for the comprehensive assessmentof green mine, and providing the evidence for the management and decision of greenmines. This study is composed of the following detail contents and achievements.①First of all, this paper review the basic connotation and history of green mine,By broad site investigation and expedition, achievements and problem of green minehave got since the idea proposed. Now disorderly exploitation of phosphate resources inchina, technical and economic indicators, comprehensive utilization of resources andenergy reduction indicators, environmental recovery and management, ecologicalprotection improved. Local relationship harmony, mining mechanization significantlyimproved, by construction of green mine gain substantive achievements. With china’srapid development of industrialization and urbanization and resource rigid demand rises,meanwhile phosphorus resources have made outstanding contributions for theprotection of economic and social development, resource development and utilization isstill relatively extensive.②By broad site investigation and expedition at domestic typical mining, collectedmining parameters and economic indicators that are closely associated with thedemonstration project of green mine. According the principle of easy to get statisticsand convenient on-site application, select some indicators that have universal andcertain meaning constitute index library, the filter one by one to select47closelyassociated with the demonstration project of green mine indicators as green mineconstruction index.③By the literature research of the national and international green mines current development status, an green mine assessment system of general application has beenestablished. This system is made of3levels that are goal level, principle level and theindicator level. The goal level is the comprehensive assessment result of the “greendegree” of the mine, the principle level is made of rules management, resourcesexploitation and utilization, mine exploitation and selection modernization, energyresource and carbon dioxide reduction, land reclamation, environment protection andsociety harmony, covers all aspects of green mine construction demonstration project.The indicator level is made of47indicators that are closely related to green minedemonstration project.④The advantages and disadvantages of the fuzzy comprehensive evaluation,analytic hierarchy process (AHP), grey clustering method, TOPSIS method and theprincipal component analytical method, the Fuzzy-AHP comprehensive evaluationmodel has been determined to be used for the green mine assessment, and a detailedanalysis for the application of AHP for the indicators weight system and the applicationof fuzzy comprehensive evaluation in the final goal level.⑤Then, the Fuzzy-AHP comprehensive evaluation model was used for theassessment of Haikou phosphate belonging to Yunnan phosphate company. By themeans of field investigation and literature investigation,26quantitative index and15qualitative index are selected to compose the assessment system. And the Fuzzy-AHPcomprehensive evaluation was applied to the assessment. The result shows that theHaikou phosphate reaches the “Good” level.⑥Combine with the production process, standard of technical equipment, landreclamation and ecological restore of Haikou phosphate mine, From this two aspects ofintegrated resource recycling project and soft power upgrade project to detailed descriptdemonstration project of green mine construction in Haikou phosphate mine. Integratedresource recycling project demonstration include low-grade, refractory comprehensiveutilization of mineral resources development project; Comprehensive development andutilization of total metal mineral resources project; Waste rock of mine and tailingresources project. Soft power upgrade demonstration project introduce establishscientific cooperation demonstration base and popular science education base andspecialization of production.
