With the development of social economy and technology, people's environmental protection consciousness strengthens gradually, and then following the more and more rigorous demand for environmental quality. These accelerate the development of environment monitoring from traditional manual monitoring to on-line automatic monitoring, accompanied by the welling data. At the same time, environmental impact assessment models develop towards multi-dimension. All of above indicates the importance of research on data pretreatment.Based on the analysis of features of environment monitoring and data acquisition, calculation principles, features and relations among various types of models used for pretreating monitoring data were researched in this paper. Approaches of fuzzy mathematics and statistical test to pretreating acquired data were applied to improve the intelligence of pretreatment in the procedure of environment monitoring; Fuzzy comprehensive evaluation to calculate the operating models' effects, so as to determine the time series of integrated model; analyzing calculation principles and relations among models to improve the integration; and then, according to OOP, introduced message driven mechanism, an encapsulated statistic model for environment monitoring data was established with characteristics of multifunction,high-integration,intelligence,automatic. Aiming at the swelling number of data in environment monitoring, 0DBC technology was applied to design and implement the testing system, combined with tool of VC++6.0. Efficiency of model calculation and encapsulation procedure was greatly improved.
