The Introdution And Perfection Of Environmental Impact Asseement System In China

Since the environmental impact assessment mechanism was first established in the United States, consequently it was transformed to other countries of the world. As one of the most important environmental management, the environmental impact assessment has a short history in China, but during the implication, there is a lot of problems .This thesis will illustrate the problems and propose some suggestions to solve these problems.This thesis contains four parts:The first part: introduce several conceptions of the environmental impact assessment. By comparison of the opinions of the scholars domestic and abroad, the writer briefly elaborate their difference .Then the aim ,the valid factor and general stipulation of the environmental impact assessment.The second part: the writer put an emphasis on the problems occurred during the implications of the environmental impact assessment in China, from several aspects: legislation, law enforcement, judicature.The third part: as the environmental impact assessment was first used in the United States, this part illustrates the experience of the United States: Judicial examination system and public participation system.The fourth part: the suggestions to consummate the environmental impact assessment in China. We should instruction the legislation with scientific ideas, consummate the public participation to supervise the law enforcement, and establish the public welfare lawsuit system.
