Research On Effective Public Participation Problems And Countermeasures Of Chongqing Environmental Impact Assessment

Since the industrialization,the impact and destruction of human beings on the ecological environment has sharply increased,causing a series of environmental problems.Environmental impact assessment is a system that reduces and controls environmental damage from the source.Public participation is an important part of environmental impact assessment.In recent years,frequent environmental group incidents have reflected a contradiction: although the environmental impact assessment has passed,the public's environmental will has not been correctly and fully expressed.Therefore,it is of practical significance to study and improve the public participation in environmental impact assessment.This paper analyzes the public participation links in the environmental impact assessment report by extracting 100 environmental impact assessment reports and 20 environmental impact assessment report forms from dozens of industries and more than 20 districts and counties in Chongqing in the past 5 years.Whether or not,the publicity situation,the number of participants,the form of participation,the location distribution of the participants,the age level of the participants,and the educational level of the participants,the basic situation and characteristics of public participation in the Chongqing EIA are obtained.At the same time,it draws on relevant researches such as “effective public participation” and “public participation effectiveness” at home and abroad to construct an index system for effective participation of public in environmental impact assessment in Chongqing,from participation in system design and construction,public environmental capacity,and public participation.At the three levels of the method,the combination of environmental science and public management science is taken to analyze the main factors that restrict the effective participation of the public in Chongqing.Based on the above-mentioned status quo investigation and cause analysis,the paper proposes ideas and countermeasures to promote environmental impact assessment and public participation in environmental protection.At the level of participation system design,it proposes to improve environmental management policies,strengthen public environmental participation rights,smooth communication channels,implement government incentive and incentive systems,and implement the mechanism of public participation in normalization;Give full play to the role of environmental protection departments,non-environmental protection departments and non-government environ-mental protection organizations,popularize environmental-related science knowledge,enhance people's environmental awareness,and enhance their environmental risk awareness;at the level of public participation,propose to enrich public participation and reasonable Select public participation,scientific design questionnaires,and improve the evaluation system for survey results.
