Improving urban disaster rescue capability is significant for enhancing urban general strength and ensuring urban sustainable development. Comprehensive evaluation of urban disaster rescue capability is one of the important prerequisites for improving the urban disaster rescue capability. This paper presents the concept of urban disaster rescue capability, from the view of emergency management, collects and deals with the large amount of information about rescue capability, and discusses signification of the evaluation system and the present study progress of international urban disaster rescue system and evaluation index system, uses for reference American method of state capability assessment for readiness, combined with the situation of our country, divides valuation factors in relation to rescue capability into 12 items, such as category of disasters rescue, laws, emergent planning, identification and report of the situation of a disaster, command and coordination, support capability for rescue operation, USAR teams capability, volunteers'organizations capability, finance and administration, refuge, resource for disaster relief, public propaganda and education, and values them one by one. The aim is to understand the level of a certain urban disaster rescue capability, provide orientation for urban sustainable development and develop basic research for working out future rescue criterion. And based on it, model of comprehensive evaluation of urban disaster rescue capability is established by using mathematical method. Finally, applying the evaluation system, this paper evaluates the level of disaster rescue capability of a certain city, as a sample and puts forward some proposes about how to perfect national emergency rescue system.
