The coal mine’s production industry is still a high-risk industry in our country, there isalways existing the safety hazard as well as the happening of the accidents, so the producingsituation of the coal mine is still grim. Facing with the accidents, how can we improve theemergency response capability of the coal mine and reducing the number of casualties hasbecame the important guarantee for the sustainable development of coal mine’s enterprises. Alarge number of results have shown, improving the emergency response capability of coalmine not only can reduce casualties and property losses, but also can reducing the impact areasignificantly.Based on the characteristics of the coal mine, from the whole process of coal mine’sproduction, we have a deep understanding of the connotation about the emergency responsecapability of coal mine, we analyze the factors and establish the main factors which impact onthe emergency response capability. The main factors are emergency prevention capability,emergency preparation capability, emergency response capability, and emergency recoverycapability. Through analyzing the four factors, eleven assumptions are put forward, and theconceptual model is also established. Based on the international scale, combining theestablished index system, the questionnaire with31questions is made. The survey aboutquestionnaire is executing in Shaanxi coal mine, we use the SPSS16.0softeware to calculatethe reliability and validity of the questionnaire, the result have shown that the reliability andvalidity is acceptable, the data can be used in further research. We specified the conceptualmodel, establishing the initial model, using the (SEM) structural equation model approach totest the reasonableness of the initial model, using the AMOS software to fit, evaluate,amendment, re-fitting, interpretation, and establishing a reasonable system model about coalmine’s emergency rescue capability. According to the validation results of the model, we can obtain the method and degree about each indexes affect on coal mine’s emergency rescuecapability, through normalizing each indexes and the scores which obtained fromquestionnaires, we could make a comprehensive evaluation about shannxi coal mine. Theresearch provides a new idea and a new method about the evaluation of coal mine’semergency response capability. The conclusions have a great value for improving the coalmine’s emergency rescue capability.
