Study On The Evaluation Index System Of Tian Chen Coal Mine Emergency Rescue Capability

Emergency handling capacity is an important part of our country’s modern safety production work. Our coal mine geological conditions are extremely complex, coal mine have many kinds of coal mining methods and many kinds of disasters, due to the impact of equipment, technology, management and other reasons, coupled with the whole nation still has more than 7700 coal mines did not establish rescue teams, and most of them are not reserve enough emergency aid equipment and supplies. Once the disaster occurred, it is difficult to timely and efficient disposal and easily lead to the expansion of the disaster. In order to implement safety responsibility of enterprises,enhance the accident prevention capabilities, since December 1, 2014 in accordance with the implementation of the "safety production law" requirement, need to make an objective evaluation of coal mine enterprise emergency rescue ability, to help the coal mine enterprises found that existence questions ofemergency work, elevating the coal mine accident emergency rescue management level.In this paper, through the interview to survey and collect the related information of coal mines, on the basis of coal enterprise production operation and accident characteristics, from the people, objects, environment and management four aspects analysis the influencing factors of coal mine emergency rescue capabilities,consulting the domestic emergency rescue expert opinion and determining the evaluation index, using the analysis hierarchy process to the eventual establishment of evaluation index system and determine the weight of each index. Using the method of fuzzy mathematics to set up the evaluation model of the emergency rescue capability of Tian Chen coal mine, and the emergency rescue capability of Tian Chen coal mine is evaluated, according to the results, the improvement suggestions are put forward. In this paper, for the coal enterprise emergency rescue ability analysis, find out the advantages and disadvantages of enterprise emergency rescueand put forward suggestion for improving the targeted, to provide reference for coal mining enterprises to carry out safety production activities more effectively.
