| Party's 16 sessions of fifth CCP plenary conferences proposes to implement that the industry compensating the agriculture, the city supporting the countryside, propelling the new rural construction of socialism. A lot of metropolises such as Shanghai,Beijing,Tianjin and so on have promoted a series of actions in abundance to develop the suburb rural, for example: the policy of the countryside industrialization-leaving the fields but remaining in the countryside,the three concentration strategy,the farmer changing the resident and so on. It produces active impulsion for the reviving of rural economics, solving the "Sannong problems", realizing harmony development between urban and rural economics and society. However there are some problems and disharmony conditions in the construction of new rural in the metropolis suburbs. Facing these problems, we have to offer the following questions: Is it necessary to reserve the countryside in the metropolis? If it is necessary, what new rural construction can promote sustainable development of economics and society well in the suburbs rural, even the whole metropolis? This thesis tries to answer these problems. The purpose of the research is to provide theoretical instruction for sustainable development of suburb new rural construction. It hopes to provide patterns that can be utilized in the construction of suburb new rural thereby to promote sustainable development of the economic and society in the metropolis suburbs rural and the overall plan development of the city and the countryside.Through a series of fact data enumeration, this paper demonstrates the importance of the reservation of the countryside for promising the city security of the metropolis and providing necessary ecology service and development space, meanwhile points out countryside and agricultural present situation in imminent danger, and analyze the development achievement of the rural in the metropolis suburbs until now and the simultaneously exits question.Based on above analysis, this paper promotes the construction way of the new rural in metropolis suburbs-----environmental friendly new rural. The author thinks that the new rural construction in the metropolis suburbs should be considered the following aspects: how to enhance the yield rate of the agriculture using land,develop the non-agriculture production in the rural reasonably,strength the rural level economy,raise the villagers living standard as well as obtain the economic efficiency and give dual attention to the environmental efficiency. Based on this, we can construct the concept system of the environmental friendly new rural construction pattern, including the rural ecology production,develop and use the resource reasonably and chose the treating method for the rural environmental pollution. This is just the following 3 aspects: economy,society and environment.Based on the different position and the development present situation of the suburb rural in Shanghai, this paper summarize and induct 5 typical construction patterns. This paper also gives a introduction for these construction's characteristic and suitable condition and takes the case as the breakthrough point, emphatically to analyze the rural leading industry,resources using and the choice of the treating method of environmental pollution in each pattern as well as the difficulty possibly meets which in the application promotion for these patterns. At last, we construct the target system including the following 3 contents: environment construction,resources use and the economic and society development to explain different environment friendly new rural construction patterns; furthermore takes the modern village construction pattern as example to try to distinct the new rural construction in this pattern whether is in the environment friendly this level.In the conclusion, the author summaries the main conclusions and innovations of the thesis, indicates the shortcoming of the thesis and the direction for further research.
