Safety production is one of the basic policies of our country. But because of the limitation of our current technology and economy, compared with the well-developed countries, there are still many possibilities to be improved. No doubt, our safety production situation is a little behind, and for sure, it will be an on-going job. This article focused the study on the safety evaluation technology development , and took a polyester plant as an example. The hazards of a Polyester plant were found out by looking through it's process designs, control schemes, operation, material handling and equipment layout with Safety Evaluation Methods of"Preliminary Hazard Analysis—System Hazard Rate Analysis—Safety Checklist Analysis", Also by building the major hazards model and using the Fuzzy Analytic Hierarchy Process (FAHP) method, the weight of hazards was defined, and the personnal related factors and management were pointed out to be the most important items. In the meantime, by focusing on all the key performance index's found and getting them improved, the whole company's safety management has being optimized with the limited resources.
