Multi-objective Comprehensive Efficiency Evaluation Research Of Geological Calamity Warning Engineering Project

Geological calamity warning engineering project is one of the most important parts of the survey of our land resources, also is a basic and nonprofit mission with state-funded. It is provide basic information and basis for the countries in preventing geological disasters and provide nonprofit information on geological disasters for the public. In the land resources survey project, geological calamity warning project belongs to the projects which the public welfare are particularly prominent and have a very close relationship with the national economic and social sustainable development. Its evaluation of the investment results both are common with other geological survey projects, also has its unique assessment of the content and evaluation indicators and requirements. At present, the national land resources survey project evaluation still in the exploratory stage. This paper regards the assessment of geological calamity warning engineering project as emphasis, focusing on project evaluation of such theories and methods, in order to provide systematic analysis tools for solving the establish of such projects, the results of inspection and the evaluation of the results. Further, to provide the theoretical case for riching methods of land resources survey. This paper is divided into four parts, a total of seven chapters.The first part is the first chapter, the introduction of the paper. Briefly introduce on the background and meaning of the paper, suggests the research content and methods of this article by study the research status of at home and abroad project evaluation and geological survey project evaluation.The second part of this paper is the second chapter, construct the multi-objective comprehensive efficiency evaluation system of geological calamity warning engineering project. Generalize the comprehensive efficiency to three categories, carry on the economic, social, social service functions evaluation of the project generally. Research on the evaluation contents, indicators of design, measurement methods and evaluation criteria of the indicators of various types of efficiency.Chapter 3 to Chapter 6 is the third part of this article. This part uses the evaluation system which founded on chapter 2 to go on case study. Select the North China Plain ground subsidence monitoring project for the investigation and evaluation of targets, using qualitative and quantitative analysis of the method of combining comprehensive evaluation of the project economic, social and social services functions. Reached a conclusion that the economic and social benefits are large in North China Plain ground investigation and monitoring project and the social services function is excellent also.The fourth part is Chapter VII, the conclusions of this paper.
