Assessment On The Value Of Bai Yang-dian Wetland

The wetland is one of the richest biodiversity ecology landscape and the most important living environments for human. Each kind of ecology function of it is playing the tremendous role to maintain the ecological environment. The wetland has become one of the most important natural factors to affect the fast, healthy, coordinated development of national economy. But along with the fast development of social economy, while the wetland creates the huge value for us, it has been serious destroyed. Bai Yang-dian wetland is the biggest lake wetland in the northern region, which has the major impact on northern region's ecological environment and is honored as "kidney of the North China". But as a result of the unreasonable exploitation and use of wetland resources, the water of Bai Yang-dian wetland has been polluted seriously, the resource has decayed, the ecology function has dropped. It is facing the condition of withering day by day. The main reason which included problems above is the wrong idea that the people have thought much of economic value and little environment value. Correct idea of the value of Bai Yang-dian wetland is the important premise to use and protect Bai Yang-dian wetland scientifically and reasonably, and it is propitious to each ecosystem service function full display and society's health and harmonious development.Based on the thorough investigation of natural condition, social economy condition, use and protection present situation of Bai Yang-dian wetland, the article analyzes and evaluates the value of Bai Yang-dian wetland systematically and comprehensively, and mainly launches the elaboration from six aspects: First, the article brings forward the research background and significance, reviews the domestic and foreign research development, and definitizes the research goal, content and method. Second, it reorganizes and induces theory foundation of the wetland value assessment, defines concepts of wetland, ecosystem service function and the ecosystem service function value, and establishes theory foundation which mainly contains sustainable development theory, wetland ecosystem theory and resources value theory. Third, it limits the territorial scope and the ecology function area of Bai Yang-dian wetland clearly and introduces the natural and the social economy condition in the climate, the water resources, the tourism and so on. Fourth, it divides the value of Bai Yang-dian wetland into two parts: the use value and the non-use value, and further classifies into 11 parts, based on the analyses of the economical function, the ecology function and the social function of Bai Yang-dian wetland. Fifth, it chooses the corresponding value assessment methods in view of different value type of Bai Yang-dian wetland, based on the environment value assessment methods. The methods mainly include the market value method, the travel allowance usage, the shadow project method, the condition value method and so on. The article assesses each function value of Bai Yang-dian wetland. It concludes that the direct use value of Bai Yang-dian wetland is 590.935 1 million yuan/year after the assessment in the physical production, the sightseeing trip and educates the scientific research and indirect use value is1 087.758 6 million yuan/year after the assessment in the water resources, store and regulate the flood, the degeneration pollutant, the adjustment climate and the maintenance biodiversity. Using the CVM method, through individual payment wish investigation, it assesses the existence value, the inheritance value and the choice value respectively are2 690.165 0 million yuan/year, 1 714.032 3 million yuan/year and 1 254.542 7 million yuan/year. Finally, after modified by the development phase coefficient and the time value, the total value of Bai Yang-dian wetland is 217.162 0 billion yuan. Sixth, it analyzes the results of assessment on the value of Bai Yang-dian wetland and draws the conclusion and the insufficiency.The possible innovations of the article are: it assesses no-use value of Bai Yang-dian wetland for the first time, which makes the value of Bai Yang-dian Wetland integrated. Based on synthetic assessment on the value, it carries on the development phase coefficient and the time value revision to the measure results, which makes the measure results to have the social approval and practical significance.
