River water environment has become a widespread problem in China and the world. Clean water diversion to improve the water environment has the characteristic of low investment and quick effect,it is an important means to improve the bearing capacity of existing river network water environment,and is also the practice of the best practical environmental programme(BPEO) which is popular overseas in China,it accords with China's dual objectives of economic development and environmental improvement at this stage,this has become one of the important measures to improve water environment of lakes and rivers in China.Clean water diversion in this paper is a water resource reallocation method to improve river water quality in the water project controlled region and solve the problem of accidental water pollution by means of maximum use of outer river freshwater resources through functions of engineering arrangements including gates and pumps on the prequisite that flood controll,industrial and domestic water use and water environment of critical areas are guaranteed.On the basis of previous studies,this paper expatiates the basic concepts of water environmental management,through the water environment analysis of the status in quo of this example,calculates the load of pollution and water pollutant capacity,proposes integrated controlling measure of water environment,according to the Features of clean water diversion of delivery water,discusses the waterhead,water volume,diversion of time and the determination of the water diversion programme , establishes one-dimensional unsteady hydraulics and water quality model in river networks,confirms the parameters of the model for water quality simulation,makes possible programme of water environment operation , combining with the theory of early-warning establishes the frame of early-warning and emergency plans of accidental water pollution from hazard resources distinguish,risk appraisal,events prevention,emergency organic institution,plan,grade,monitoring and disposal,brings forward emergency response system,studies plans of accidental water pollution combining with conventional water diversion , expects to provide referrence for the theory of development and production practice of clean water diversion in river network area.
