Through using the integrated control measures such as the laws, regulations and the administrative, economic and technical methods, the industrialized countries have acquaired obvious achievments on reducing power plant NO_x emissions. Based on the study of the advanced NO_x control economic policy and technical measures from the developed countries, and the research, analysis and evaluation of the NO_x emission standards and controlling technologies on China's coal-fired power plants, this paper will put forward thermal power plant NO_x control technology programme for China's national condition, which will help China to better strengthen the governance of NO_x control for coal-fired power plants.This article first analyses the domestic and foreign power plant NO_x emission standards and the implementation of the total emission control policies, and then comprehensive compares these standards and policies. On the basis of this analysis and the comparison, this paper gives policy suggestions on NO_x concentration control standard for China's thermal power plants. Second, this article forecasts China's total emission objective of thermal power NO_x control through studying the development of U.S. power industry and its NO_x control process, which will lay the foundation for instituting a reliable China's total NO_x emission control objective and control technology programme. Third, in order to provide the technical and economic indicators, this paper has analyzed and evaluated the low NO_x combustion technology and flue gas denitrification technology according to the implementation of the technology application in domestic and foreign countries and the technical and economic evaluation methods on gas denitrification technology applied in United States and the EU.During the research, the author has collected and analyzed the relevant investigation data about the NO_x emission status of thermal power plant boilers; NO_x emission control measures and the investment and operating costs for various NO_x control technologies. Based on the accurately data about NO_x emission concentration, the application and the economic indicators of NO_x control technologies, with the development of thermal power industry and the forecast of total NO_x control objective as well as various indicators, this paper will put forward the thermal power plant NO_x control technology programme and the implementation results in 2015 and 2020, as well as the analysis of technical and economic feasibility, which can provide guidance direction for speeding up the realization of NO_x emission control for China's thermal power plants.
