On The Green Party's Ecological View Of Administration And Its Enlightenment For Our Sustainable Development Strategy

The Green Party which advocated environmental protection, democracy expansion and human peace and opposed to excessive growth of economy and political bureaucracy emerged in Western Europe in the 1960s and 1970s as a new political power. The ecological policy of economy, the ecological policy of society and the ecological policy of politics as well as foreign policy included in Green Party's ecological view of administration are valuable. China is in the social transitional period, and the economic growth is rapid, but the social development relatively lags, and the environment worsening continually. The report of the Seventeenth National Congress of the Communist Party of China on Oct. 15, 2007 also proposed, Promote a ecological culture by basically forming an energy- and resource-efficient and environment-friendly structure of industries, pattern of growth and mode of consumption. We will have a large-scale circular economy and considerably increase the proportion of renewable energy sources in total energy consumption. The discharge of major pollutants will be brought under effective control and the ecological and environmental quality will improve notably. Awareness of conservation will be firmly established in the whole of society. The research of the Green Party's ecological view of administration is helpful to our country's development of science and the build of harmonious society .Based on the former research products, following the principle of unifying historical materialism and the dialectical materialism, employing historical analytic method, comparative analysis and integration of theory with practice comprehensively, this paper attempts to demonstrate and master the theoretical feature of the Green Party's ecological view of administration, and puts forward its enlightenment for the implementatin of the sustainable development strategy.In the first part, the paper discusses the philosophical basis of ecological view of administration—ecology-centred doctrine, pointing out that the establishment of the philosophicial view of ecology-centred doctrine has provided the theory for Green Party's emergence and development. Then the paper draws out the value orientation of the Green Party's ecological view of administration -ecological priority, social equity and human rights, democracy at the grassroots level, nonviolent resistance. Furthermore, the paper analyzes the assertion of the Green Party's ecological view of administration: the ecological policy of economy, the ecological policy of society and the ecological policy of politics as well as foreign policy.In part two, it firstly introduces the influence brought by the Green Party ecological view of administration to the public policy of the Western Europe country. Then moves to the discussion of the significance and the limitation of the Green Party's ecological view of administration. Finally it forecasts the prospects pointing out the way for the new things to grow is not totally sweet and unclouded. However, it is promising and will stay with human civilization in the future.The following part illustrates the enlightenment brought by the Green Party's ecological view of administration for the implementatin of the sustainable development of China, proposing that only if the sustainable development is stressed, new view and mode of development are established, and new way of industrialization is employed, can we solve the prominent conflict between the acceleration of industrialization, sustainable development of population and economy and resources and ecological environment.
