Recently the safe producing of Kailuan coal mines appears a new trend that heavy and malign faults are mostly controlled, but they can't been eradicated; at the same time all sorts of sporadic faults endlessly occur and lead to heavy losses of life, property and substance. So it is very important to assess coal mines'safe state.Based on the principal of establishing index system, this paper selects a series of indexes aiming at controlling danger and reflecting the paradoxical process between dangers and controlling capacity. Then to establish a scientific coal mines'safety assessing index system, all selected indexes are tested with sole test and the whole test including importance, necessary and integrity tests. Obviously, these assessment indexes inter-depend, inter-play, inter-improve and inter-restrict, so it is very difficult to depict the links among these factors with precise functions. In order to reflect coal mines'safe state more really, this paper establishes fuzzy Modular neural network model to assess their safety through analyzing plenty of safe information for the purpose of offering information for safety management department'constituting safety rules and preventing measures.The analyzing results of model not only suggests the feasibility of fuzzy Modular neural network model assessed coal mines'safety, but also offers detailed safe information for safety management department to prevent faults. Therefore the applying foreground of fuzzy Modular neural network used system assessment is wide.
