The paper analyses the status quo of coal mine safety production and management and production management expertise and strategy at home and abroad. In combination with the coal production, management, calamities and occurrence of Yulin area, citing accident-causing theory and system safety management theory and the knowledge of sociology, psychology, politics and biology, the four major elements of an enterprise with inherent safety (people, machine, environment and management) as well as their relation are elaborated. The connotation and major features of an enterprise with inherent safety are further stated. Four approaches of establishing a coal mine with inherent safety, namely coal mine inherent safety of the personnel, machinery, working environment and management, are presented.The underground coal mine production system is composed of personnel, machinery and environment which coexist and constitute a disaster system with extremely complicated special structure. The major hazards are gas, coal dust, flood, fire,roof and electromechanical accident. The mechanisms of the accidents are different, whereas their triggering factors are related. The accidents occur whenever and wherever and influence each other.Based on the structure features and affecting factors of mine safety in underground disaster system, the paper establishes evaluation index system of inherent safety. Applying Analytic Hierarchy Process (AHP) and Fuzzy Mathematics and combining quantitative and qualitative analysis, the inherent safety gained from the index system and comprehensive evaluated AHP—Fuzzy mathematical model comparatively comforts to practice. The system embodies the inherent illegibility of the evaluation factors and the evaluation process, which has practical guiding signification. Learning the equilibrium theory and accidents occurring mechanism and eliminating the major accident-causing factor-the unsafe behavior of people by zero personnel mistake, zero environmental hidden trouble, zero management leak, the safety affecting factors could be restricted and controlled. The mine inherent safety could be realized.
