Sandy-desertification problem is one of the global remarkable ecological environment problems, is one of the critical ecological problems of China, and also is one of the important restricted factors of Chinese ecological environment problem, construction and social economic development. It does harm to sustained growth of Chinese sandy-desertification areas. The vegetation of the northwest region is very exiguous, so the soil erosion is very serious, and the sandy-desertification of this area is more serious too. The sandy-desertification of soil not only results in the ecological environment further aggravating and the living condition of resident breaking up, but also makes the dropping in agriculture and stockbreeding production, the sharpening of the local people's contradiction, inducing and intensifying the poverty of the ecological weak area, and blocking the economy development.The sandy-desertification research in the northwest region mainly has done many beneficial works for the sandy-desertification preventing and cueing by having developed the desertification development tendency and the forecast research and having drafted the national desertification rule division in northwest region. Although it is quite early, existence questions are also prominent. Because the desertification researcher has very few the humanities knowledge background, the desertification research and the ruler plan stress to announce the natural law and the technical pattern. So research results quite are also rare on social economy, laws and policy, natural law and ruler technology. This paper stresses on research of ruler measure, laws and policy , and government function and so on, proposes the basic conception of legal framework. by consummating the sandy-desertification preventing and cueing.Firstly, this paper puts forward all the operable measures about the sandy-desertification synthetically preventing and curing of the northwest region by analyzing the history reason and nowadays reason of the forming sandy-desertification of north-west China area, and by using the overseas advanced experience and scientific method of preventing and cueing sandy-desertification. Secondly ,to further perfect the law system of the sandy-desertification preventing and curing, the correlative law system of the sandy-desertification preventing and cueing is put forward by analyzing the active relative law and rules of preventing and cueing sandy-desertification and finding its existent defects. At last, as a result of sandy-desertification exist external cause strongly, the sandy-desertification preventing and cueing should more depend upon the local authority to play the role, simultaneously encourages the participation of non-government, therefore it is extremely essential that the government and the non-government play the role in the sandy-desertification preventing and cueing. Take the government as the core, positively encourages the non- government vigorously to enter and makes sand-industry to lead the development of local economy.
