The production of urban refuse and sludge is increasing continualy in our country, but these solid waste isn't disposed unharmfull by adopting conventional disposal methods, and product secondly pollution easily, thereby, the humanity's survival environment would be damaged directly. The burning method is looked at as the most effective method by which organic solid waste is disposed innocuously, but we make it difficult to burn directly the urban refuse and sludge in our country which contain a plenty of water and lower caloric if we don't add accessorial fuel. In view of this question, this article proposed a new way by which supplement of the burning caloric was obtained and the combustion characteristics of low caloric fuel were improved when both fuels of high caloric and low caloric were mixed and then processed. That is, organic refuse, which is pretreated, the water treatment sludge and the pulverized coal were mixed, and added a spot of combustion-supporting agent and desulfurizers, then molding and processing to obtain products of organic waste new fuel. A foundational study was conducted in order to bring about organic refuse utilization and industrialization.In this sdudy the factors which can be control were chosen manipulatively, namely, A(The mixture of refuse,sludge and powered coal), B(the deadwood and defoliation),C(the combustion-supporting additive MnO2) and D(the desulfurization agents CaO) are the controlled factors. The material is mixed according to L16(45) orthogonal table and the orthogonal test was arranged. In the experiment there are seven factors that are taken as weighing indicators of the fuel mechanical strength, the water-proof function, the combustion characteristics of the fuel and the contamination control, such as compressive strength, wetted compressive strength, immersed and renewed dry strength, indicators of thermal stability, caloric value, sulfur capture efficiency and so on. then every factors influence was analyzed quantitatively, and efficiency of four factors which influenced each technical parameter of the fuel was gained by the orthogonal analysis, its conclusions are as follows:As far as the fuel mechanical strength and water-proof function be concerned, The compressive strength, the wetted compressive strength and the immersed and renewed dry strength are respectively influenced by factor A, B, C and D: B>D>C>A, D>A>B>C, A>B>D>C; and the combustion characteristics of the fuel, including thermal stability and caloric value, are respectively influenced by them: A>B>C>D,B>A>D>C; and on the contamination control, Effect of various factors on the sulfur capture efficiency is D>A>B>C.Effect of some technical parameters of the fuel composition and among various factors was ascertained by analyzed qualification of the factors influencing the fuel and test of object parameters comprehensively, and the optimal configuration was obtained, namely, the refuse, the sludge, the powdered coal proportion is 2:1:1 in the admixture, the proportion of the deadwood and defoliation is 0%, the content of the combustion-supporting additive MnO2 and the desulfurization agents CaO is 0.18%, 1.5/(100g), respectively. This fuel has much good characteristic, for instance the mechanical strength is strong, the water resistance is good, the combustion characteristics is predominant, the pollution of environment decreases . This can provide one new use way of organic waste burning down, and also provides the scientific argumentation and the technical support.in the industrial production and the scale management.
