In this study, it was analyzed that the detection data of conventional item (such as salinity, turbidity, pH, dissolved oxygen, COD, inorganic phosphorus, inorganic nitrogen, mercury, copper, lead, cadmium, zinc, petroleum, etc.) about seawater of Dalian Bay. Inorganic nitrogen, inorganic phosphorus and petroleum are considered as major pollutants. The probability that each environmental factor of Dalian Bay exceeded the standard is inorganic nitrogen>petroleum >inorganic phosphorus>dissolved oxygen>pH>COD>mercury>copper>zinc>cadmium> lead. The pollution situation of sea area was evaluated using integrated index method. The pollution of sea area of Choushuitao is serious, and the monitoring station where inorganic nitrogen exceeded third class water quality standards is accounting for 75.8%. The self-purification ability and environmental capacity of seawater were discussed applying Lagrangian dynamics, and the influence of tide on the pollution distribution also was discussed. Dynamics analysis indicates that. Dalian Bay's exchange capacity is poor and inner bay is worse. It is not easy that pollutants transmitted to external sea. This is one of the major reasons which caused high pollution concentrations at the top of Bay. The response relationship between sewage and seawater quality was initially defined. The response coefficient field in sea area of Choushuitao is high, where accommodated pollution ability is poor and environmental capacity is low, and is not appropriate to set up outfall. The control values about total emissions of major pollutant were calculated based on two factors response coefficient and sharing rate. The amounts of permission emission and reduction were provided under basically according with environmental water quality control standards. These are basis of controlling total emissions.This paper may be a reference for decision-making regarding controlling total emissions of pollutants into Dalian Bay.
