In recent years, water pollutants has been increasing each year with the rapid development of economic, The aggravation of water environmental become the key factor to interfere the sustainable development. Total quantity control of water pollutants is conducted to guarantee water security and realize environmental and economic coordinated development. The total quantity control becomes the basic strategy of the water environment management. At present, there are some problems existing in the allocation of pollution emission in water environment, which affects the whole process of total quantity control of water pollutants. Therefore, a new approach of the total water waste-load allocation was proposed to build the feasible and operability of the total amount allocation scheme based on the comprehensive consideration of the characteristics of water environment and social economic development in Huizhou,Firstly, the characteristics of various allocation methods, limiting conditions and factors of water environment were analyzed. A total amount allocation method conveniently operation was proposed considering efficiency and fairness, as well as the characteristics of the water system of Huizhou. Gini coefficient in economics was introduced to construct the allocation method. The established pollutant total control of regional distribution model with selected indicators such as gross domestic product (GDP), population, land area, present situation of water pollutants, the water resource capacity, was applied to total waste load allocation in Huizhou. The result showed that the allocation scheme was feasible, both the indexes of efficiency and the fairness were better than present situation. In addition, COD emissions per ten thousand Yuan and fresh water used per ten thousand Yuan were selected to be allocation indicators to build the industry-allocation-model. The results of industry distribution model showed that it was feasible to implement total amount control scheme on paper industry and textile industry.
