In order to obtain reasonable usage of limited atmospheric environmental capacity and improve ambient air quality effectively, cities in China have done pilot study on assessment of atmospheric environmental capacity which could be used as basis of total capacity control during phase of the eleventh five-year.Development zones are very important part of cities development which are often located in cities' periphery. Emission of pollutants may exceed environmental bearing capacity with rapid economic development which would certainly arouse new environmental problems. Development and construction in regional zone should hold a view of sustainable development, use regional environment capacity as constraint condition, and make comprehensive consideration of social and economic activities.Ji'ning High & New Technology Industry Development Zone was chosen as research object in the paper. Based on summary of related theory and method about current total atmospheric environmental capacity control, we adopted research method that combined theoretically analysis and actual investigation, carried out information collection and data processing, and carried out actual investigation, which all did further analysis of the current ambient air quality status and air pollution characteristic in Ji'ning High & New Technology Industry Development Zone. The regional characteristic and pollution trend of ambient air were analyzed according to city air quality monitor data obtained from recent years. According to the discussion on models of total atmospheric environmental capacity, an approach which used optimized linear method of multiple pollution sources simulation to check and ratify for the total atmospheric environmental capacity for the whole development zone was presented. Focusing on the characteristic of ambient air pollution in Ji'ning High & New Technology Industry Development Zone, we calculated the atmospheric capacities of sulfur dioxide in the development zone by applying A-P value method and multi-pollution sources method, the result of A-P value method is 15924t/a, the result of multi-pollution sources method is 9395t/a. Results indicated that multi-pollution sources method was more stringent and reasonable than A-P value method since the results obtained from the former method considered more about the influence of distribution of pollution source and weather factors. The results obtained from the former method was more reliable and could be used as the foundation for arrangement of industry and economy, establishing total capacity control in Ji'ning High & New Technology Industry Development Zone.At last a project used for total capacity of sulfur dioxide control was brought forward under the basis of model estimation and calculation about Ji'ning High & New Technology Industry Development Zone which covered aspects of distribution of pollution sources, total capacity control and non-point source pollution cut and management.
