Harbin has been a city of coal-dominant energy consumption structure. Coal consumption has contributed to economic growth and pollutant emission. Determination of the maximum load of environment can reach a balance of economic growth as well as environmental protection, which results in the calculation of the air environmental capacity. The paper calculates the environmental capacity of heating and non heating period. Some sources of pollution emissions should be reduced using scientific method which is according to Harbin’s atmospheric pollution characteristics and the distribution of pollution source. Finally, all the sources of pollution emissions could be integrated into the atmospheric environment capacity. In this paper, the ideal environmental capacity is measured based on modified A-value method. The real environmental capacity is measured based on air quality model. Planning environmental capacity is measured based on optimal model.The ideal environmental capacity can be used to estimate the self-purification ability of Harbin’s atmospheric environment. The layout of pollution sources does not consider this calculation. The box model can be used to calculate the environmental capacity of a large area which enduces the pollutant removals of flat flow transportation, dry deposition, wet deposition and chemical removal. So the value of ideal environmental capacity can be regarded as boundary conditions. The ideal capacity of SO2 is 3.65 times of the existing emissions. The ideal capacity of NO2 is 2.27 times of the existing emissions. The ideal capacity of PM10 is 2.33 times of the existing emissions.The real environmental capacity is calculated based on the distribution of the pollutant sources. The value of real environmental capacity is equal to the total amount of all the pollutant sources when the control points’ concentrations are not exceeded. The results of calculation are as follows. The value of the ideal environmental capacity depends on the layout of pollution sources. The layout of the pollution sources determines the maximum allowable pollutant emissions. In this paper, the total amount of pollutant emissions can be reduced by combining the existing pollutant emissions. The emissions of the whole city don’t need to be reduced. The emissions of SO2 in central city should be cut 11900 tons. The emissions of NO2 in central city should be cut 3081.22 tons. The emissions of PM10 in central city should be cut 9700 tons.Planning environmental capacity is the sum of the maximum allowed pollutants emissions under the planning distribution of all the pollutant sources, which have been adjusted according to status emissions and atmospheric environmental quality. Planning environmental capacity is determined on the basis of the layout of pollution sources. In this paper, the layout of pollution sources is adjusted according to the analysis of the environmental quality in Harbin. Finally, the planning environmental capacity is compared with the real environmental capacity. After adjustment, the capacity can be increased by 2.7 percents to 15.9 percents.
