This paper analyzed the policies and laws around carbon emission trading system of EU and US which includes EU Emission Trading Scheme, American Climate Security Act,"Green Tags", etc. and imposed social, economical, cultural and political distinctions underlining the differences of EU and US policies bases on the comparison of EU and US climate change policies. Moreover, this paper discussed Chinese government's efforts of combating climate change and the evaluation of the contribution. The last part focused on the implications of EU and US climate change policies around GHG emission trading on climate change response capacity building of China's governments and enterprises in the private sector and public environmental participation.
