Climate change is one of the most important global environmental problems today.It has been producing a series of grave consequences,and even may pose a threat to the survival and development of all mankind.Thus,a study on the efforts that international community has made and the may coming model of global governance, indeed has its outstanding practical significance and academic value.The thesis adopted the approaches of History Survey,document analysis, comparative analysis,comprehensive analysis during the dissertation.The thesis drafts to make analysis on the "United Nations Framework Convention on Climate Change" and its follow-up negotiations with the existence of the development,and tries to constitute a model of global governance which makes combined action occur among multi-level actors.Through the study on relevant scientific cognition,the thesis deciphers series text of "Convention",analyzes the actions of the respective actors and studies on China's environmental foreign policy,tries to figure out the way out the "tragedy of the commons" and "international anarchy" regarding the field of international environment,and make a immature outlook on building an effective global governance model dealing with the problem;further more,the thesis explore the functions that actors at all levels can have,and give a reflections on what strategy China,as a big country,should take into account to take active participation in the growing process of this model and the proper role it should play.The thesis holds that it is feasible and effective to take the global governance model to solve the environmental problems of climate change;China should participate actively and gain the necessary Right to Speak and Leadership in this process.
