The human race has only one earth. In the 21st century the pollution of environmental has become more and more serious with the rapid socio-economic development and governments pay more and more attention to the protection of the ecological environment. At present, the methods of eco-environmental quality evaluation are many, the theory expounded in detail, but less on the practical application, and theoretical research on environmental early warning also rare. In this paper, according to the "construction targets of ecological county, ecological city, ecological province (Trial)" developed by State Environmental Protection Administration I am engaged in studies of comprehensive evaluation of eco-environment, I propose a simple and reasonable, practical, strong quantitative evaluation method—entropy method for China's ecological environment to provide reference for the evaluation in allusion to the eco-environment of 10 coastal cities in the eastern part of China. However, in practical work, the factors which have a great impact on eco-environment are many but also have greater ambiguity and uncertainty. Just having simple value of estimate can not guide our work. So in this paper all kinds of affecting factors which environmental warning system ( EWS) are analyzed by the method of degree of grey incidence and the relatively important arranges. It puts forward valuable suggestions for the effective using of EWS in practical works.Tallying with the fact, the result indicates that Shantou, Suzhou, Xiamen, Qingdao are the top 4 of all, Nanjing Shanghai, Hangzhou are worse than others. By the analysis of grey incidence, it's known that the frequency of acid rain has the most impact on the eco-environment and the next are the attainment rate of the industrial waste water discharge, the annual concentration of SO2,the per capita green area. These four indexes determine the environmental pollution extent ,so it plays a crucial role in the environmental warning.
