Research On Early Warning Of Environmental Mass Incidents

Environmental mass incidents are a kind of public events that are prominent in the current hot social issues,and also a typical public crisis that the government needs to strengthen its response.The frequent occurrence of environmental mass incidents not only threatens the stability of social security and regional economic development,but also damages the credibility of the government.Therefore,it is necessary to focus on the construction of the early warning mechanism of environmental mass incidents.Through the signs and potential hidden risk factors before the outbreak of environmental mass incidents,the corresponding countermeasures should be taken to control the environmental mass incidents at the initial stage,which can effectively prevent the further evolution of environmental mass incidents.At the same time,through the analysis of the early warning index system of environmental mass incidents,combined with the pre-event assessment of a certain environmental mass incidents that may occur at present,the early warning level judgment is made,more effective response strategies are selected,and preventive measures are fully deployedIn the past,the government's role of "post-disposal" in environmental mass incidents has been transformed into the form of "pre-intervention",so as to resolve the conflicts brought by environmental mass incidents as soon as possible and reduce the adverse impact of environmental mass incidents on the social public and regional economic development.This paper consists of four parts.The first part expounds the basic theoretical issues of environmental mass incidents.This paper mainly discusses the concept and connotation of environmental mass incidents and early warning,defines the definition of environmental mass incidents studied in this paper,and then discusses foreign theories related to the causes,characteristics,manifestation andinternal mechanism of environmental mass incidents.The second part for the environment of mass incidents performance characteristics,analyze the cause and inner mechanism of induced,in this paper,the environmental group incidents happened in recent years to search,collect around 2014-2018 in our country,the more significant the typical environment of mass incidents to sort,related factors of them collect table,we analyzed the characteristics of the current environmental mass incidents happen in China and may continue the trend of environmental risk and interests through two aspects this paper analyzes the causes of mass incidents happen to the environment.In the third part,the early-warning index system of environmental mass incidents is established.Firstly,relevant indicators are selected and their weights are calculated.Then,the early-warning indicators of environmental mass incidents constructed in this paper are calculated by combining the expert consultation method and analytic hierarchy process,and the weights are obtained.The fourth part is the process of the environmental group events early warning mechanism research,build environment mass incidents is the essential purpose of early warning mechanism timely access to accurate information,for the related department to analysis,identifying information gain time,to take effective control counter measures,environment of mass appeal expressing channels and developing direction,avoid conflict,violent protests in effective prevention and control of environmental mass incidents from happening.
