Study On Pollution Prevention Countermeasures Of Livestock And Poultry Breeding In Baotou City Of Inner Mongolia

Since reform and opening-up, the economy of Baotou City had achieved a huge progress and incomes of residents had kept on increasing. Along with the improvement of living level, demands of the residents to the meat, egg and milk increased continuously. This situation promoted the development of livestock and poultry breeding in Baotou city, especially the rapid development of the scale livestock and poultry breeding. The development of scale livestock and poultry breeding satisfied the people's demands; on the other hand, it brought serious pollutions to environment. In this paper, this problem would be studied.Firstly, the present conditions of livestock and poultry breeding, especially the scale livestock and poultry breeding in Baotou City was investigated and its scale and distribution were made clear. The beneficial conditions and existing problems of the scale livestock and poultry breeding in Baotou City were analyzed. Secondly, the present pollution of the scale livestock and poultry breeding in Baotou City was investigated. The sorts and quantities of the mainly pollutants discharged by the scale livestock and poultry breeding were estimated. The intensity of the environment pollution was determined and the reasons were analyzed. At the same time, the quantities of pollutants discharged by the scale livestock and poultry breeding in Baotou were predicted by using the grey forecast technology. Then the optimal level of pollution were analyzed according to the theory of environmental economics, taking the capacity and carrying ability of environment and the recycling and reusing of waste into accounts. The rationalities of charging the fee of discharging waste and laying out the discharging standard were explained from the view of economics. These analyses were the bases of laying out countermeasures. At last, the pollution prevention countermeasures of scale livestock and poultry breeding were put forward according to the arrangement and technology of management system. Technological countermeasures were respectively designed according to characteristics of different areas. Managing countermeasures were set down in light of management, control and subsidy of government to the pollution of livestock and poultry breeding.
