With the rapid development of market economy in city. A lot of large tank zone and stores are built, where stored a great deal of poisonous, harmful, flammable, explosive chemicals. Many of them belong to the Major Hazard Installations (MHI) in nature. But there are many defects in the safety management of MHI in the city-the safety level of the equipment themselves is low, the safety management capacity is limited, MHI's distribution is not clear etc. So we must quickly use modern technology to make a Major Hazard Installations Management System (MHIMS) in order to accelerate the MHI safety management and make it effective.Based on the research project:"Study on the Potential dangers in the Urban Area and the Establishment of Emergency Response System"offered by Xi'an municipal, an integrated model of safety management towards vulnerable spots and weak links are put forward. The concept of integrated model of safety management, including integration of low, integration of command model, integration of working procedures, integration of resources, and integration of efforts contributed from the vicinities, is analyzed. The necessity of integrated model of safety management and its advantages as well as restrictions are discussed .In order to improve the safety situation, structural reform of the government should be carried forward and the"4R"model of safety management of urban major hazard sources should be persuaded to construct the safeguard mechanism of urban integrated resources and unified safety planning.Taking city of Xi'an as a sample, a wide-range exploration on a proposed integrated safety management of Xi'an is put forward, offering a valuable reference for the research on the safety of cities and promoting a rise of safety standard in Xi'an.
