Safe Production is the objective appraisal and the natural requirement of progress of human civilization. People are increasing their expectations on safety and health as the society advances, economy develops, and material wealth accumulates. In order to protect the people's safety and health and to guarantee the sustainable fast growth of national economy, we need to attach great weight to the inspection and management of the Major Hazard Installations in improving production safety.China has achieved rapid economy growth that attracts worldwide attention through reform and opening up to the outside world for the last three decades. The GDP per capita in China is above 1,000 dollars, and the country comes to a crucial stage of expanding. Regardless of the dramatic economy development, we are also aware of the one-sidedness of pursuing profit maximization and the imperfect system of community management, causing potential unstable forces that affect the security and harmoniousness of our society. In the meantime as the society advances, the government functions more in social management and services and values mainly in providing quality public services. Therefore, listening to people's voices and caring about people's livelihood are becoming the fundamental point and basic stand for every modern government's responsibilities.Based on the current situations about the management of city Major Hazard Installations in China, this study mainly focuses on how the governmental departments could improve the management in preventing and supervising the Major Hazard Installations in the urban area. In another word, we want to find solutions to prevent accidents from happening or to minimize the accident's negative impact on the society, resulting in increased security of the people's lives and property. In this study, the author identified one of the key points in the management work—risk assessment, which includes building and improving the risk assessment system, further establishing the legal system on risk assessment, strengthening the rules and regulations, and standardizing the basic procedures on risk assessment. In practice, the author suggested ensuring the special fund for risk assessment; the supervision institute's setting up special offices at the enterprises of production and services; transforming the deputy position of the intermediary assessment agencies, and strategies alike. To sum up, risk assessment aims toward standardization, scientization and legalization, which in turn lead to effective prevention and control, normalized management, avoiding accidents, reducing cost, and guaranteeing production safety.
