The development in Jiangsu Province place the level in China's 31 provinces,autonomous regions and municipalities , The National GDP was 21.1 trilion yuan and Jiangsu Province's GDP was 2.2 trilion yuan in 2006 which ranking third in our nation. But at the same time, Jiangsu Province's emission of COD proportion that account for heavier too among the total amount of COD in China.The National COD emissions 14.1 million tons Jiangsu Province,to 0.966 million tons which ranking third in our country.The total of COD in Jiangsu Province exceeding direct impact on the environmental quality of Jiangsu Provice.exert the Jiangsu Province economic sustainable development a serious influence,thus Jiangsu Province Government play great attention to the environmental problem.This paper is on the premise base of achieving the "11th Five-Year Plan" Nation environment statistical information system,through collecting the COD emission data of 2000-2006 in the system ,as well as the natural,social,economic and other data .Utilizing the related analysis and regression analysis of SPSS,spatial analysis of ArcGIS, analyzing the population,economic growth,industrial structure of the impact of the main factors of COD discharges,analyzing the relation of the total GDP and industrial COD,industria GDP and industrial COD ,the urban population and living COD,the per capita GDP and the total CODA comparision between the micro and macro statistics estimate calculated by two methods was expressed,and detailed analysis of the reasons for the inconsistency of the data computed by the two meathods.The research of this paper found that the main parameters of GDP in the current macro estimates was not suitable for industrial COD in the total estimate ,the correlation coefficient between them is only 0.417.Between the urban populatin and living COD ,there is a clear linear correlation whose correlation coefficient is up to 0.91,make the use of the urban population to estimate living COD is a feasible approach.Integration of environmental Kuznets curve ,this paper presented the relation model between the per capita GDP and the total amount of COD,and analysis of Jiangsu Province is still in the "inverted U-shaped curve" phase of the increase.This paper discovered that the industrial strcture is the main factor COD emissions too at the same time,the amount of textiles,paper and paper products,chemical raw materials and chemical products manufacturing ,ferrous metal smelting and rolling processing and foof processing industry occupy relatively large proportion of total of COD .Especially in Wuxi,Suzhou and other places ,the COD high discharges industries are very centralized.As to the thing that Jiangsu Province comes to say wholly,the living COD proportion of the total amount accounted for its increasing constantly.We must pay attention to the living pollution,strengthen investment on the living sevage treatment plant while preventing andcuring industrial pollution, combination of projects,structural,management of emission reduction.GIS spatial analysis and spatial visualization methods can play fast, intuitive advantages,can find emissions density and spatial distribution of different industries spatial distribution laws more easily ,so as to achieve the environmental data for the in-depth excavation.
