As a number of foreign capitals especially the foreign direct investment inflow into China, they truly made great contribution to the expansion of our country’s economy and make our country into the international economy. While at the same time they also brought environmental problems.In this paper, we will talk from two aspects the regional and industry parts to research on how did the foreign investment. In this paper, from two aspects:regional and industry research on China’s environmental impact China’s environmental.Firstly, this article reviewed the theoretical and empirical analysis about the relationship between FDI and environment systematically, then establishes the theoretical model of how would FDI impact on environmental quality, also this article will definite LOWESS robust regression theory of nonparametric statistics. Secondly, it will research the relationship of FDI and the environment empirically for the country’s eastern, central and western regions with the panel data from1991to2011of our country. Thirdly, it will do another empirical research of the elements of industry intensive industries about the relationship between FDI and environment with panel data from2001to2011. The study found that in the western region all of the pollution emissions would increase with the increase of FDI, in addition to the industrial solid waste.In the central region, with the increase of FDI, the emission of industrial solid waste and industrial soot will decrease, while the emission of industrial waste water, SO2and waste gas will also increase. The eastern region all the pollution emissions will increase with the increase of FDI, except the industrial waste gas. The increase in FDI promote resource-intensive and labor-intensive industry pollution emissions rise, and will reduce emissions of capital and technology intensive industries. In general, the act of FDI on the environment has both advantages and disadvantages. We should rationally utilize FDI based on the development of different regions in our country and the development characteristics of different industries. In this way, we will promote both China’s economic and environmental sustainable development.
