The core part of total amount control is how to allocate the pollutant load of the total amount to each Region or polluters in a scientific and rational way.We can say the real meaning of atmospheric total control is the pollution load allocation.Rational allocation of emission allowance provides important foundation for implementation of total amount control,permitting system,and emission trading.Meantime,since the theory and method of total amount allocation has become one of the most important part of total amount control,this paper discusses how to allocate the pollutant load scientifically and rationally and synthetical evalution, this study can fufill the needs of state air quality management and air pollution control,and it is important for implementation of the Total amount Control System in China.This thesis constructed the indicators system in the total amount of SO2 considering the environmental and economic factors, the weights related to the indicators system are determined by ameliorative analytic hierarchy process (AHP)combined with entropy weight,considering the defects of the present subjective and objective weighting method,this thesis proposes a new combination weighting method,it is based on the decision-maker's preference to the weighting method and consistency degree of two weighting methods,finally determine the weight.then choose few of them as distributing weights by omitting some factors which have greater relationships between each other using Principal Component Analysis method. The paper have a quantitative assess to the fairness of the distribution result of the total pollutant discharge amount by using Gini coefficient, and use the green contribution coefficient as a unfair judgement factor. Through the analysis of the relationship between economic factors and environmental factors, investigate the law of development of economic growth and environmental quality, and have a qualitative description of the total control trends about the regional pollutants, and take the Suzhou as an example to study.Only the regional total amount of SO2 targets assigned to each district is not enough.This paper uses the resource-environment Gini coefficient to quantify the total load allocation inequity, and the green contribution coefficient was suggested as the basis for judging the unfair factors.and empirically examines Environmental Kuznets Curve (EKC) provides a basis for the environmental policy evaluation,making out the process of the total control.At last of this Chapter,one practical sample for Suzhou is given.Through the demonstration of the case, the method is simple and practical,but the application effect of this method presented in the paper is still expected to be proved.
