In recent years,with the sustainable and fast development of Chinese economy,expressway as the most important portion of the highway networks, had been developed at an astonishing fast speed,which brought on increasingly severe ecological environmental problems in the mæ—¥ean time.As a result,the development of ecological environmental impact assessment of highway construction presents great strategic sense in realizing the coordination between the highway construction and the social,economic,environmental benefit and promoting the sustainable development of highway traffic enterprise as well.The construction of expressway was developing very fast.On one hand,it increased the pace of economical development,on the other hand,it had some negative effect on the local environment.The environmental impact of expressway evaluation using some ecological methods in the decision-making phase of expressway design and construction could find the problem in time and take measures immediately which could decrease and avoid the negative impact on region ecological environment.Based on Ecological Footprint Analysis method,we expounded on the main environmental problems and ecological land types of changes because of the highway building,through six of the region main types of land:arable land, forest,pasture,water,fossil energy land and built-up areas.And then we calculate the change of the ecological footprint in Mangyang City and ecological capacity contracting with the figure after the highway built,for an example of Mianyang---Suining Expressway(Mianyang).At the same time,we also evaluate and forecast the degree of the changes of the land types in the context of the highway will work,at the same tine,adhibit green equivalent based on Ecological Footprint,compensate to damage of vegetation due to project construction through virescence project.Calculate ecological capacity and consumption structure effect of MianYang city after project constructed using Ecological Footprint,ecological capacity calculated adopt land proportion law and wealth output respectively,and get even more reasonable ecological capacity calculated by wealth output.Ecological Footprint in MianYang City increased from 1.18218hm~2 to 1.18388hm~2 before highway construction,increased 0.00017hm~2;ecological capacity reduced from 0.99982hm~2 to 0.99462hm~2,ecological capacity reduced a little after construction,reducing 0.00052hm~2;ecological deficit increased from 0.18236 to 0.18926hm~2,increasing rate is 3.8%.Before and after project construction,local Ecological Footprint undergone great changes,pasture,fossil energy resource is the main resource of bring ecological deficit.Calculate and measure vegetation damage degree and compensate usage of greenbelt performed after construction through green equivalent, Mianyang---Suining Expressway(Mianyang)construction occupying totally loss green equivalent 324.3 hm~2.After expressway building,virescence performed to both sides of highway and service area,compensatory green equivalent is 46.2hm~2,green equivalent compensate degree of virescence project to project occupying is 14%.Research of this thesis has great important meaning to judge highway areas whether located at the bearing range of environment,thereby reduce or avoid to cause negative effects to environment in time and effectively,and also provide reference to governmental environment management,and also provide accordance for governmental environment management.
