With the rapid social economic development and the population booming, the river water quality was deteriorated, and it was necessary to adopt a measure of water environmental management. Water environment management is a complex science that involves many subjects and factors and will affect people daily life and economy development directly. Therefore, it is a very meaningful work to design a Water Environmental Management Decision Support System. In order to control the city river pollution effectively, its characters and regulations must be mastered, based on which the water environmental capacity could be caculated and the measure of water environmental capacity management could be proposed.In this dissertation, through the using of many theories and methods in different fields, the prediction, simulation, assessment of the water quality and a calculation method for water environment capacity of different time in Tianjin Haihe River, from Sanchakou floodgate to Erdaozha floodgate, were studied totally based on the environment monitoring data. Finally, a exhaustive Water Environment Capacity Management Decision Support System was developed.Thereby, advancing level of water environment management and decision in Haihe River, protecting and utilizing water resources of Haihe River more reasonably, and giving the reference for development and application of Water Environment Management Decision Support System in other area.Firstly, on the basis of studying and analyzing some common water quality models, some methods which use Back Propagation-Artificial Neural Network, Multi-regression and Time Series were proposed and forecast results were given.Some methods of evaluating water quality, such as Gray Relevancy, Blur Synthesis and Self-Organizing Map were studied and examples of estimating Haihe River were given.Secondly, water quality of Haihe River had been analyzed qualitatively, following which quantitative simulation of water quality was carried on by Mathematics model and water environmental capacity was calculated. In this paper, combining many factors such as surface water environmental characteristic, pollution source condition and society economy development plan of Tianjin, methods for water environment capacity calculation in different functional zone, different time and different condition of hydrography was proposed through the integrated using of many theories and methods in different fields.At last, Water Environment Capacity Management Decision Support System based on SQL server 2000 was developed, adopting delphi 7.0 and matlab for programmer. The system is designed by modularization, including data module, model module and decision-making module.Through data communion among modules, recording, editing, quering and deleting data of monitoring were realized, which could supply data support for water environment capacity management. At the same time, it made water quality prediction and appraisal function realized. Besides, users could calculate and manage water environment capacity by the system.
