Water is the material basis of all beings. However, with the rapid development of society and economy、the increase of population and accelerating urbanization process, more and more domestic sewage、industrial wastewater discharge into the river. The amount of pollution discharging into river has outstripped the self cleaning capacity of water, and lead to the environmental pollution is increasingly serious. This not only produce certain effect on the natural environment people’s normal life, but also seriously restrict the development of society and economy. The problem of water environment pollution has caused wide attention of all social sectors.Aiming at the status quo of serious water evironment pollution of Huaisi River, this paper evaluate the pollution source in the basu、caculates the water environmental capacity according to the functional areas of the water quality standards、come up with specific dredging measures and forecasts the effect after engineering implementation by the method of simulating the water quality.The main research results are as follows:1、Summarize the natural environment condition and the social economic situation of the research areas. Investigate the pollution sources and the water quality status in the basin of Huaisi River. Evaluate the pollution in the water and sediment respectively by means of euivalent standard pollution index and single factor pollution index. Evaluation results show that nitrogen、phosphorus and organics in the water badly exceed and in the sediment Cd exceeds standard.2、Investigate and analyse the water resources quantity of the basin of Huaisi River. Analyze the material of rainfall and evaporation for many years and get the temporal and spatial distribution characteristics about the rainfall and evaporation. Calculate the surface water resourse quantity in the basin combining runoff producing characteristic of different underlying surfaces. Calculate the ground water resourse quantity on the basis of base flow coefficient method and obtain gross amount of water resources in the basin of Huaisi River. Forecast the water demand of recent level year and forward level year and analyze the water resource supply and demand situation. 3、Set up the relationship of the water quality concentration between the first section and the last by one-dimensional steady state quality model-Thomas model. Analyse the influence factors of comprehensive degradation factor. And give the established methods of comprehensive degradation factor of Huaisi River. Solve the water environmental capacity by the section-ending control method. Contrast and study the water environmental capacity of Huaisi River respectively by means of step-by-step solution and direct computation. The water environmental capacity of step-by-step solution is770t/a and the result is879t/a when directly solving.4、Put forward the repair program of Huaisi River, including sewage cutting pollution、 sediment dredging and water quality improvement project. Respectively forecast the point pollution and no-point pollution in the basin of Huaisi River. And forecast contaminant quantity of entering into river after project execution. The one-dimensional water quality model of a single river is built. Solve the model by programming through VB6.0and simulate the water quality condition of Huaisi River. Simulation results indicate that all sections of Huaisi River meet the standard of IV kind of water when the pollution control measures are implemented.
