Minjiang is the longest river in Fujian Province, and is the mother river of Fujian Province. The area of the Minjiang river basin is 60992 km~2, account for one half Fujian Province. This river basin is one of the most important economic region, which has very important position in economy, society and sustainable development of the environment in Fujian Province. For a long time, ecological environment of Minjiang river valley deterioration have been occurred, eco-environmental water demand hasn't been guaranteed effectively, and there is no reasonable development of water resource. These questions come from the influence of the development and utilization of water resource in Minjiang river basin, only emphasizing the needs of the economy, not considering environment protection and improvement. With the rapid development of urban economy and the quick step of urbanization, these problems may be influence the development of the river basin and even the whole province.This paper based oh the principle of society economy and sustainable development of water resources, we collected the whole Minjiang river basin as our study area and conducted research on eco-environmental water demand and sustainable utilization of water resources. In the fiest, we analyzed the river basin precipitation, runoff, water resources, and hydropower cascade exploitation. As follow, according to the actual condition of the river basin, combining with the characteristics of watershed ecology, water cycle and impact of human activity, we classified ecological regionalization and water demand, estimated ecological water demand of whole Minjiang river basin and accomplished control calculation for minimum discharge volume of the typical region, which under the control of hydropower stations. Then we calculated the utilization ratio of water resources, predicted the water demand of each department in the next 20 years and analyzed the structure of water use. Finally we put forward the guarantee measures of reasonable utilization of water resources for maintaining certain economy groth rate and avoiding ecological degradation.
