The pollution from land accounts to at least 80 percent in the marine pollution. Land-based pollution through the atmosphere, rivers, canals, and sewer and outfall, eventually enter the ocean. Along with economic development, the pollution from land becomes more and more in species, and the number is growing, resulting in the deterioration of the marine environment. Although all countries in the world in their efforts to prevent land-based pollutants, but land-based sources of marine pollution hazards still serious.In view of other countries loss because of land-based sources of pollution, the Chinese government makes great importance to prevention of pollution from land-based sources,and has went through the two laws, and December 25, 1999 amended the" People's Republic of China Marine Environmental Protection Law, "make our prevention land-based pollution of China's legal system was further improved. According to the State Oceanic Administration released "Oceans Quality Bulletin", China's annual land-based pollutants into the sea are still huge total, the marine environment is still bad, which requires us to carefully consider the prevention of land-based pollution of our legal system.This thesis will be divided into four parts. The first part it gives the definition of land-based pollution and the types of pollutants, followed it show the hazards because of the land-based pollution. The second part focuses on the definition of land-based sources of pollution control law. Land-based sources of pollution control law is one of the China's legal systems to prevent pollution of the marine environment and it is also one of important components of prevention of pollution of the marine environment. The third part discusses China's laws and regulations ,and the International Convention on the Control of the land-based pollutants legal system, like China's total pollutant control system, the sewage system of declaration, the sewage system of population control, the system of international law major regional and international coordination cooperation system. The fourth part of this thesis, one of the key points. China has got such achieve, though, pointed out that China's current system exists some problems . Problems are mainly in the laws and regulations lag behind the economic and social development, laws and regulations of the upper and lower bit different. Speed up the revision of the laws and regulations so that the law closely with the upper law ,learn from the advanced experience of foreign countries, given the committee council management in the prevention of pollution of the river authority, can breakthrough the China's existing administrative boundaries of environmental pollution control; At the same time, it also improved to prevent land Source Pollution made other suggestions to improve environmental administration, the balance of emission rights and the environment and so on, to prevent pollution of the marine environment remains very important.
