Study On The Legal System Of Prevention And Treatment Of The Pollution To The Marine Environment By Coastal Construction In China

The marine environment for human survival and sustainable development is important, but with the rapid economic and social development, human development and utilization of the growing number of maritime activities, marine environmental pollution are becoming increasingly serious.Land-based pollution of the marine environmental pollution has become China's major source of pollution of the marine environment.According to the State Oceanic Administration released data,China's annual land-based pollutants into the sea are still huge total,the marine environment is still bad,which requires us to carefully consider the prevention of land-based pollution of our legal system.Currently, the legal experts on pollution prevention law paid little attention, although scholars have done some useful exploration, but in the breadth and depth of academic research that there are limitations.Main features:there is no absorption of international and foreign research results; no systematic theoretical analysis; no land-based pollution of the system of specialized.Therefore, the main purpose of this paper is to land-based pollution prevention and improvement of the legal system less than a systematic induction and research.This thesis will be divided into four parts. The first part it gives the definition of land-based pollution and the types of pollutants,followed it makes an analysis to the reason of the land-based pollution.The second part introduced the law to the land-based sources pollution,discussesd China's laws and regulations on the Control of the land-based pollutants legal system,like China's total pollutant control system,the sewage system of declaration,the sewage system of population control,and the problems exist among these provisions. Problems are mainly in the laws and regulations lag behind the economic and social development,laws and regulations of the upper and lower bit different.The third-part cent is the contents of the international law and what we can learn from the international law. In the fourth part, the writer puts forward the suggestion deal with the problem of land-based pollution:one hand modify the related law provision of the land-based pollution,the other,propose the management system of land-based pollution in our country.
