The nanocrystalline TiO2 solar cells have attracted extensive attention in scientific community for the advantage of low cost. Porous nanocrystalline TiO2 film and dye-sensitizer are the most important parts in the battery system. In this paper, we proposed the hydrothermal synthesis of TiO2 nanoparticles, optimized the film crafts, synthesized [RuL2(NCS)2]·2H2O(L=2,2'-bipyridyl-4,4'-dicarboxylate) dye-sensitizer, and gave photo-electro-chemical characterisation of solar cells.The white gel was obtained via the use of titanium isopropoxide, which is in a nitric acid solution under stirring. Then anatase TiO2 nano-particles was achieved under hydrothermal conditions. We charactered the sample by the measurements of XRD, BET, Pore Diameter, Agerage Size, and Zeta potential. The self-made TiO2 nanoparticles were drawed on conductive electricity glass FTO as the film, optimizing the film craft, and handle to the cracked surface of TiO2 film electrode with post-treatment. Wo got porous nanocrystalline TiO2 film electrode with the neat surface.[RuL2(NCS)2]·2H2O was synthesized with [RuL2(NCS)2]·2H2O and RuCl3·xH2O in the condition without water and Oxygen. Then it were charactered by the measurements of IR and UV-Vis. The results show that [RuL2(NCS)2]·2H2O gives strong peak in 530nm, which just belongs to the sunlight wavelength.The samples as follows: without post-treatment, treated by two different plans, was studied, which affect solar cells. As a result, samples via post-treatment express a better photovoltaic property, and TiO2 film electrode with plan two is the best. Studying the photovoltaic property of three different dyes: [RuL2(NCS)2]·2H2O, copper phthalocyanine and P-Mo-V heteropoly blue. The result shows that [RuL2(NCS)2]·2H2O is the best, then is copper phthalocyanine, P-Mo-V heteropoly blue is worst. Studying the electrode with platinum and gold, which affect solar cells. The result shows that platinum electrode is better than the gold one.In a word, optimizing condition is that nanocrystalline TiO2 film electrode with plan two, using [RuL2(NCS)2]·2H2O as dye-sensitizer, platinum as back electrode. Set of parameters: the open-circuit voltage (Voc)=0.46V, the short-circuit current (Isc)=0.37mA, the fill factor (FF)=0.56, the efficiency percentage(η) =0.19%.
