The optimization design of monitoring sites is a key link of environmental monitoring quality assurance system, and the reasonable monitoring sites can obtain the spatial representative data. In the past years, the environment monitoring sites for Huaihe River in Anhui Province were built with the condition of lacking the relative material. As a result, it leads to the construction of excessive unnecessary monitoring sites. With the population growth and industrial development in this area, it is necessary to adjust and optimize the previous monitoring sites.In this article, we firstly apply the mathematical statistic method to analyzing the yearly water quality correlation between the existing 78 monitoring sections and its neighbors via the five years (2003-2007) monitoring data of Huaihe River in Anhui Province. It can be found that the annual water quality is very unstable in some monitoring sections. At the same time, many neighboring water qualities have the extremely remarkable correlations, which reflect the redundant construction of monitoring sections. Based on the rational analysis of the existing monitoring sections, we cluster the 78 sections via using the fuzzy clustering analysis in MATLAB software according to the sections' similarity. After consideration of the hydrology, meteorological, source of pollution layout and environmental management factors and so on, we finally determine the 48 monitoring sections. In the end, we undertake significant analysis of the five years (2002-2006) monitoring data before and after optimization. It could definitely demonstrate that the optimizing monitoring sections can replace the previous ones. In conclusion, we provide the technical reference for the optimization design of surface water environment monitoring sites of Huaihe River in Anhui Province.
