With the rapid development of the national economy, environmental problems have become increasingly prominent. Environmental noise especially as an important part of it, has become an important factor affecting human health and the living environment. In order to create a quiet and harmonious life, work and learning, environment for human being, Noise pollution control has been imperative. The job of scientific noise function zoning is the most important task to control noise pollution. Therefore, it is very necessary to make noise function zoning according to the plan and the local reality situation.This article relies Yuhuan, to environmental noise of urban area and suitable areas for technical specification,based on the reference "sound environmental function zoning technical specifications"(2011draft). The use of secondary fuzzy comprehensive evaluation method and fuzzy clustering analysis of Yuhuan County zoning difficult class I and II mixed areas acoustic environment function zoning, and the complex process of its operation through MATLAB software.Application status value evaluation method and GM (1,1) gray prediction model value method to validate, and ultimately determine the sound environmental function zoning and with considerable accuracy Yuhuan County.The main work of this paper are as followings:(1)Through analyzing environmental function zoning Research progress and. research purpose and meaning on the domestic and international. This paper relies on Yuhuan County noise function zoning project, The two-level fuzzy comprehensive evaluation method and fuzzy clustering analysis method are used for noise function zoning. By comparing the two methods and planning law, two mathematical methods are a technical improvement of noise function zoning.After we test the results with optimization of noise prediction model and GM(1,1) of grey prediction model, and the results show that they are both feasible in noise function zoning and have the certain instruction function in urban noise function zoning.(3) This paper Takes the lead in using MATLAB software with powerful functions to achieve the calculation of noise function zoning with the two-level fuzzy comprehensive evaluation method and fuzzy clustering analysis method This job has gained accurate and reliable results and improved the computational efficiency.(4) The noise function zoning and zonation maps in Yuhuan County has finally been confirmed.
