Rational use of water resources and environmental protection is essential requirement of sustainable development and circular economy. Urban sewage recycling is an important way to achieving sustainable use of water resources and reclamation of wastewater. It is also an effective mean of water conservation, pollutant-emission reduction, pollution prevention and environmental protection.By understanding of water resources at home and abroad, the use of reclaimed water situation and the status of a whole water resources in Hangzhou, in this paper the necessity and feasibility of the Hangzhou Economic and Technological&Development Area(HEDA) sewage recycling are analyzed. According to the actual situation in the HEDA, the application of reclaimed water is analyzed and the short-term and long-term demand for reclaimed wate is forecasted, the amount and scope of the water supply is determined; In accordance with Qige Wastewater Treatment Plant's water quality and the reclaimed water quality for use in development zone, the design quality standards of influent and effluent water in the reclaimed plant is confirmed; On the basis of understanding the treatment technology of reclaimed water at home and abroad, with the sewage recycling researches and applications, the treatment process 'Coagulation and Precipitation+Biological Aerated Filter (BAF) +Chlorinedioxide ' is recommend. In the paper, the short-term reclaimed water engineering is designed and the engineering cost-benefit is measured; According to the price level of reclaimed water in domestic cities and the expected price of the enterprise in development zone, the proposal price of reclaimed water in HEDA is put forwardIn this paper, it is showed that the sewage recycling in HEDA is necessary and feasible. The treatment process of 'Coagulation and Precipitation+Biological Aerated Filter+ Chlorinedioxide ' is fit for the development of HEDA's sewage recycling, which have the characteristics of reasonable economic, technical maturity, reliable operation, stable effect and so on.
