Theoretical And Empirical Analysis On Compensation Of Headwater's Ecological Protection

In China more and more headwater need for ecological protection, therefore, the ecological protection of water sources of compensation received increasing attention, the determination of the amount of compensation is especially important. In this paper, through the protection of water ecological theory and the opportunity cost of these two external theories of economic theory, demonstrating the need for water ecological protection. Then in the second part of the ecological protection of the water district cost - benefit analysis, the formation of water ecological protection zone benefits and costs of projects classified and analysis, ecological protection of water sources that the overall economic impact, resulting in the first three parts in the calculation of the amount of compensation concrete methods. In the final part, as a typical case in Chun'an, I calculated the amount of water ecological protection.This paper has three main innovation: First, we improved Kmenta (1996) capital-output model, and access to capital through the empirical regression coefficient of elasticity of output, the basis of the data on the ecological protection of water source protection District output and the degree of influence of the size, and so as to further the basis for the calculation of the amount of compensation. Thirdly, the integrated use of this empirical analysis and theoretical analysis methods, and put forward specific calculation of the amount, and in practice the test feasible.
