Study On The Ecological Compensation Mechanism Of The Drinking Water Source Protection Area Of Yangmu Reservoir In Liaoyuan City Based On The Ecological Protection Cost

Drinking water is the basic need for human survival.For a long time,the water source protection area to the downstream areas continue to export resources,bear the cost of ecological protection,but did not get the appropriate compensation or compensation is far less than its pay.If this situation continues to develop,will lead to the pursuit of economic development at the expense of the environment short-sighted behavior,resulting in water conservation areas and even the whole basin of water resources and environmental degradation.Ecological compensation originated in the United States promulgated and implemented the "Clean Water Law",in recent years,many countries and regions in the settlement of different areas of development and environmental protection between the contradictions,the use of this mechanism,the ecological compensation has become a research focus.It is of great theoretical and practical significance to apply this transitional environmental management system to the management of drinking water source protection area.This paper makes a detailed investigation,analysis and evaluation of the upstream pollution of the drinking water source protection area of Yangmu Reservoir in Liaoyuan City,and constructs the ecological compensation mechanism suitable for the local area.This paper makes a deep research and discussion on the compensation principle,the compensation subject and the compensation standard,the resource raising and the payment method,and provides the scientific basis and important reference for the ecological compensation of the study area.At the same time,it is of theoretical significance to study the ecological compensation mechanism of other water source protection areas.
