The worsen of water environment is threatening to human's survival and and development.The data research of Hunan Province from 1985 to 2006 discovered that, while Hunan economic develop rapidly, the water environment worsen, but generally speaking the worsened speed is the degression. We find the EKC of water in Hunan is like a upside-down"N". It is said now the contradiction between Hunan economy development and water environment tends to relaxes along with the economic development(average per person GDP increase), it because Hunan is an agricultural big province, also the Hunan urbanization level, the water pollution investment, the industry structure, the scientific research population influence the water environment.Further Cointegration analysis discovers the Hunan urbanization level, the water pollution investment, the industry structure, the scientific research population and the industrial waste withdrawal has the long-term stability relations, and besides the industry structure, other three variables and the industrial waste withdrawal assumes the echo correlational dependence. But this kind of relations is not come out immediately, it has the different time lag. In other words, in the short-term, above variable do not influence obviously to the industrial waste withdrawal.Coordinate the Hunan economic development and the water environmental protection relations, we must take〝the overall planning, the all-round consideration, the near far union, the target key points〞as the basic principle, set up water environmental protection new idea, increase water environmental protection investment and technology innovation, optimize industrial structure, promote industrial structure promotion, formulate and consummate correlation policy, enhance government function, puild synthesis decision-making mechanism, consummate environmental protection facility marketability operation mechanism and so on.So, Hunan economy growth and water environment will coordinate.
