The development of economy brought about serious pollution. To explore the theories and approaches of the economic and environmental development have become common problems faced by countries in the world. Since the new century, Inner Mongolia has developed into industrialization relying on abundant mineral resources, showing a "rapid-development, continuous-pollution" coexist, to take a new road to match with industrialization will be the best choice for sustainable development.On the base of the forerunners'theories of the relationship between industrial environmental pollution and economic development, the article analyzed the situations about Inner Mongolia. First, the paper analyzed the economic development and industrial pollution in Inner Mongolia; Second, The paper used economic development index and "three wastes" index to set up VAR models in order to identify the overall relationship. Inner Mongolia's economic development growth impacts on industrial exhaust emissions growth and solid waste output growth as a positive, cumulative and dynamic way, the increase in economic growth makes the accelerating deterioration in industrial environment. Granger causality test showed that economic development and industrial waste water emissions have no significant causal relationship; Inner Mongolia Industrial pollution is not yet a threat to economic development. After a clear relationship between the overall, the paper built the basic and extended models of EKC to analyze the relationship between the factors of economic development and industrial pollution, to identify economic factors affecting the industrial environment and the influence. Basic EKC model shows that industrial exhaust emissions and solid waste growth along with the growth of per capita GDP, has been in the right half of the U-curve, without any sign of decline in pollution, or still in the inverted-U-curve of the left part. Extended EKC models indicate that the relationships between Industrial environmental pollution and economic development are unoptimistic. The internal factors of economic development (exclude income differences) have positive impacts on industrial pollution in varying degrees. Only considering the relationship between the per capita GDP and industrial environment is not reasonable; the EKC is not a law, human can change the trend, the turning point of pollution declining will not arrival automatically. The enhancement of the environment will be the result which all aspects of economic development improve together.So far, although Inner Mongolia environmental pollution has not impeded economic growth, but we still have to take measures to control the environment pollution actively. Economic development can not simply pursue speed like other provinces with abundant mineral resources. Only by taking the new industrialization way and speeding up the pace of recycling economy in Inner Mongolia, the environment can service the economic development better, environmental resources can be made to play an important role in promoting economic growth, so as to achieve the double-harvest of environmental and economic effects truly.
