With the development of the society and the city, the chemical companies or chemical industrial parks far away from the city in the past, now are increasingly close to or surrounded by urban districts. Because of a lot of flammable, explosive, toxic substances existing in these major hazard installations, once a chemical accident occurred in these facilities,it could result in immediate injuries, evacuations or deaths on the adjacent chemical enterprises and the urban area. In this thesis, based on existing relevant research results, the actual risk of the major hazard installations in dangerous chemicals enterprises is analyzed and used as a reference for the chemical industry park siting or its surrounding urban planning.First of all, land use planning theories about the chemical industrial park are reviewed and summarized, and the risk acceptance criteria are described. Besides, based on the study for the theory of urban public safety planning, the urban planning optimization program based on the risk assessment of major hazard installations is established. Furthermore, the actual risk of hazard installation is analyzed and evaluated and be focused on assessment method.Based on the inherent risk of evaluation system and the vulnerability of exposed area, the system's risk is evaluated, and the major hazard installation index evaluation system is established. Then DOW and MOND methods are used to evaluate the inherent risk.The toxic risk index is amended, by considering the toxicity of mixture of kinds of substances and combustion products. Based on the vulnerability assessment model of ARAMIS, the size of the overall risk was evaluated. Based on the risk matrix method and the risk acceptance criteria, the acceptable risk level about the risk index is determined. In order to optimize land-use planning in the vicinity of major accident hazard installations, the land use development principles based on risk index are put forward. Finally, an example is given to verify the feasibility of the method and model.
