"Shipping safer,ocean cleaner" is the goal strived for by MSA of China and the entire shipping field.However,generally speaking,from the very beginning,the shipping company and the crew have paid more attention to the safety and less to the environmental protection,resulting in lots of ship pollution accidents and enormous harm to marine environment.Among ship pollution accident,hazard from ship mannul discharge is not more serious than that from accident discharge,while the frequency of the former is far higher than that of the latter.In terms of its definition,ships illegal pollution,which is caused by the seafarer's intentional or unintentional violation to discharge,relates closely with human element,and has become a noticeable part among ships pollution accidents.Consequently,in this paper,the author maked a detailed and profound research about the human element in ship illegal sewage.The thesis first introduced China's ship illegal polution at present stage and the relevant international convention and code were described.An assessment index system of human element in ships illegal pollution was also established and each assessment index was analysed elaborately and its weights and degree of membership of each assessment index was established by AHP.Finally,a quantitive assessment model was built up to assess human element in ship's operational pollution by fuzzy comprehensive assessment.In view in pollution control system,China's current situation and existed problems of the current pollution prevention and control of China's MSA were analyzed and then multi-angle and multi-level offenders were offered to reduce ship emissions in response to human factors.
