Entering the 21st century, Chinese little towns develop in a rush hour. As a large number of wastewater plants will be built in little towns, there will be a large amount of sludge. The question of wastewater pollution transforms to be the question of sludge. It's of great importance to solve the sludge problem appropriately. In order to seek the suitable direction of Chinese little towns'sludge disposal and utilization, it's urgent to make the decision of little towns'sludge disposal mode. It is of great significance to the sustainable development of China.The article analyzes the characteristics of sludge disposal and utilization at home and abroad, evaluation system and modes in correlating areas. We set up the evaluation index system of Chinese little town's sludge disposal and utilization. We bring forward that use Analytical Hierarchy Process(AHP), Delphi method and entropy method comprehensively to confirm the weight of every evaluative index through analyzing the advantages and disadvantages of index value evaluation methods at present. We consider that fussy comprehensive evaluation method with weighted average matrix is suitable for the evaluation of Chinese little towns'sludge disposal and utilization through analyzing and comparing the comprehensive methods at present. This method conquers the disadvantage of using fussy matrix signally, which will ignores many affecting elements resulting in an inaccurate result. So the method improves the accuracy effectively.The article puts the sludge disposal of the wastewater treatment plants in the Chongqing section of the Three Gorges Reservoir Region as the research object. It analyzes the different affecting elements of Chongqing section of the Three Gorges Reservoir Region in detail. It sets up the evaluating index system and fussy comprehensive evaluation mode of sludge disposal in the little towns of the Three Gorges Reservoir Region. The result indicates that the rank of the sludge disposal is anhydration-landfilling, compost-agricultural and anhydration-incineration ranks the last.The evaluating index system, the decision methods of the value of wrights and the fussy comprehensive evaluation mode set up by the research is of great guiding...
