| As a future model of the perfect city, Eco-city not only offers options to urban problems, but also it provides a viable means of achieving the sustainable development goals, so it received widespread attention. At present, many cities in China have started ecological planning to build an Eco-city. The theory of Eco-city has been developed for some time, and Chinese Government has published a series of related Eco-city policies. This article takes the Eco-city construction of Luan County in Hebei Province as the example, systematically discussing and studying the method and the content which the small and medium-sized Eco-city construction is suitable for.This thesis was completed based on the "Luan County strategic planning study of urban development" and "Luan County master plan" (2008-2020) with the author as the main members. The paper is divided into six parts. The first part is introduction including the background of thesis, and the general situation of the Eco-city research at home and abroad, and the meaning and content of the research. The second part is the Eco-city theory. Firstly it analyzes the concept and function and features of the urban Eco-system, and then describes features of Eco-city, and brings forward the main content and line of building Eco-city. By the analysis of the characteristic and connotation of Eco-system of Luan County. Part III gives the evaluation indicators system of sustainable development of urban Eco-system adapted to Luan County, and researchs the sustainable development trend of Luan County, and brings forward the development position of Eco-city, and by contraposing the indicator system of Eco-city planning, analyzing the accessibility of indicators. Part IV is divided into the focus of the thesis, studying the specific methods and steps of the Eco-city construction planning of Luan County. This part is divided into the ecological environment construction of county, the ecological environment building of peri-urban areas and the ecological environment construction of the city in the tliree levels. According to evaluate the ecological sensitivity and the importance of ecological services of Luan County, the ecological environment construction of county will be divided into four ecological function zones, respectively, including the central urban and peri-urban ecological sensitive areas, agro-ecological zones in southern plains, the northern mountainous area of agro-ecological zones and Luan River wetland ecological area, and it gives the development direction and content of the four ecological function zones. The ecological environment building of peri-urban areas mainly puts the region as a whole, and constructing the ecological separation between the groups and groups within the green space system, setting up natural ecological networks and Eco-city space, eventually achieving the organic integration of natural Eco-system between the city and the surrounding areas. The ecological environment construction of the city mainly researchs the green space system, lake water, landscape and environmental protection of Eco-system. Part V gives the measures and steps of Eco-city building of Luan County for the ecological environment protection and construction of county, and the ecological environment building of Peri-urban areas and the ecological environment construction of urban areas etc, besides the safeguards measures. There is the last part of its summary, and it outlines the main conclusions of theses studies and the expectation of foreground.
